Quarantine eased in Ukraine: what was allowed?

The coro­n­avirus pan­dem­ic has forced coun­tries to impose restric­tions on peo­ple’s lives. Since March 12, all of Ukraine has been under quar­an­tine. The end of iso­la­tion was planned on April 24, but new out­breaks of COVID-19 infec­tion are expect­ed in the coun­try.

There­fore, the Cab­i­net of Min­is­ters recent­ly offi­cial­ly extend­ed the self-iso­la­tion mea­sures until May 11, but with a par­tial relax­ation. It is report­ed by RBC-Ukraine.

Accord­ing to media reports, the author­i­ties extend­ed the quar­an­tine until May 11, but with a par­tial eas­ing. The gov­ern­ment decree men­tions sev­er­al per­mits.

  • About per­mis­sion of trans­porta­tions in city trans­port to per­sons wish­ing to be blood donors.
  • About attrac­tion to work of sep­a­rate cat­e­gories of work­ers with­out pass­ing oblig­a­tory inspec­tion.
  • On approval of the order of anti-epi­dem­ic mea­sures relat­ed to the self-iso­la­tion of a per­son.

Accord­ing to the head of the Min­istry of Health Max­im Stepanov, the draft res­o­lu­tion on the exten­sion of quar­an­tine until May 11 pro­pos­es to weak­en the pre­vi­ous­ly adopt­ed quar­an­tine mea­sures for cer­tain cat­e­gories of cit­i­zens.

“It is pro­posed to amend the res­o­lu­tions of the Cab­i­net of Min­is­ters dat­ed March 11, 2020 No. 211. This is a res­o­lu­tion regard­ing quar­an­tine on the ter­ri­to­ry of Ukraine. It is planned to extend the quar­an­tine until May 11, 2020. At the same time, it is pro­posed to allow the trans­porta­tion in pub­lic trans­port of per­sons who have expressed a desire to be blood donors”,

he said.

Of course, these “weak­en­ings” are not the ulti­mate dream of the peo­ple. The pro­longed quar­an­tine seri­ous­ly affects the finan­cial sit­u­a­tion of Ukraini­ans. Many were left with­out work, and a few more weeks of home gath­er­ings do not bring joy. The peo­ple want to under­stand when the work process will be restored, trans­port and the sub­way will work.

In turn, rep­re­sen­ta­tives of the coun­try can­not name the exact date for the resump­tion of the trans­port sys­tem. Ear­li­er, Prime Min­is­ter of Ukraine Denys Shmy­hal shared plans for a phased exit from quar­an­tine. Accord­ing to him, every­thing will hap­pen grad­u­al­ly, in at least three stages, since two more peaks of COVID-19 are expect­ed in the coun­try — at the end of April and between May 3 and 8.

“We don’t know how pow­er­ful they will be. But these are the fore­casts that the Nation­al Acad­e­my of Sci­ences makes by the cal­cu­la­tion method, with oth­er con­di­tions unchanged. That is, under the con­di­tions that we have now. There­fore, at a meet­ing of the Cab­i­net of Min­is­ters, based on these cal­cu­la­tions, we will extend the quar­an­tine until at least May 11. At the same time, we are already plan­ning to ease some mea­sures,”

So, sig­nif­i­cant changes and a return to nor­mal life should not be expect­ed yet. The author­i­ties note that every­thing will depend on the sit­u­a­tion with the coro­n­avirus in the coun­try.

If the num­ber of infect­ed peo­ple decreas­es and the num­ber of recov­ered peo­ple increas­es, then Ukraini­ans will live a nor­mal life. In the mean­time, we will wait and mon­i­tor the sit­u­a­tion.
